Abstract

Job improvement (change order) often occurs in the implementation of construction projects. Although it aims to improve work, this change order can result in additional implementation times and project costs during the construction process. From the results of several studies in Indonesia, change order can result in additional costs (Dhulqarnain Research 2017) even up to 29% (Ari Sandyavitri 2008 study). The biggest change order factor is from the assignor through design changes. The research object is a number of building projects carried out by PT. X in Jakarta. Due to the completion of high-rise buildings in Jakarta, Indonesia is among the highest among cities in other countries, outperforming the Philippines, Qatar, Malaysia, Singapore, Thailand, the United Arab Emirates and Australia according to data from The Council on Tall Buildings and Urban Habitat in 2016 okezone.com January 19, 2017. While PT. X is a building contractor that has gone public and is listed on the IDX since 2006. It has more than 40 years of experience. The problem of this study aims to examine the notion of change order, understanding of construction process performance, factors and variables of change order, the effect of change order and recommendations for improvement. This study will also examine various references and relevant research results in the last 10 years. The research methodology used is: Issue study, identification of research problems, literature studies, analysis and discussion. The method used in this study is qualitative and quantitative methods. From the results of this study, it was concluded that the definition of change order is a change in the initial contract that has been agreed to occur during the construction process caused by the parties involved in the construction process, the understanding of the construction process performance is expected to be assessed and evaluated during the construction process. the construction process includes the specified cost, quality, time and K4L. Factors and change order variables that play a role from the results of the analysis concluded that there are 4 factors and 59 variable. The results of the analysis of the effect of change order are from the assignor with actual conditions adjustments of 48.6%, the time of drawing approval is 19.4%. From external parties with the unavailability of material on the market 10.7% and a price increase of 3.6%. While from the contractor with 4.3% quality of work. The results of this study are expected to be an input to be able to improve the construction process in the future. / Penyempurnaan pekerjaan (change order) sering terjadi dalam pelaksanaan proyek konstruksi. Meskipun bertujuan untuk penyempurnaan pekerjaan, change order ini dapat mengakibatkan terjadinya penambahan waktu pelaksanaan dan biaya proyek pada saat proses pelaksanaan konstruksi. Dari hasil beberapa penelitian Di Indonesia, change order dapat mengakibatkan penambahan biaya (Penelitian Dzulqarnain 2017) bahkan sampai dengan 29% (Penelitian Ari Sandyavitri 2008). Faktor change order terbesar adalah dari pemberi tugas dengan melalui perubahan desain. Obyek penelitian adalah beberapa proyek bangunan gedung yang dikerjakan oleh PT. X di Jakarta. Karena penyelesaian gedung tinggi di Jakarta, Indonesia termasuk yang tertinggi diantara kota di Negara-negara lain, mengungguli Filipina, Qatar, Malaysia, Singapura, Thailand, Uni Emirat Arab, dan Australia menurut data The Council on Tall Buildings and Urban Habitat tahun 2016 yang dimuat okezone.com 19 januari 2017. Sedangkan PT. X merupakan kontraktor gedung yang sudah go public dan terdaftar di BEI sejak tahun 2006. Memiliki pengalaman selama lebih dari 40 tahun. Permasalahan penelitian ini bertujuan untuk mengkaji mengenai pengertian change order, pengertian tentang kinerja proses konstruksi, faktor dan variabel change order, pengaruh change order dan rekomendasi perbaikan. Penelitian ini juga akan mengkaji berbagai referensi dan hasil penelitian yang relevan dalam 10 tahun terakhir. Metodologi penelitian ini yang digunakan adalah : Kajian isyu, identifikasi permasalahan penelitian, kajian pustaka, analisis dan pembahasan. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dan kuantitatif. Dari hasil penelitian ini disimpulkan pengertian change order adalah perubahan kontrak awal yang sudah disepakati yang terjadi pada saat proses konstruksi yang disebabkan oleh para pihak yang terlibat dalam proses konstruksi, pengertian tentang kinerja proses konstruksi adalah pencapaian yang diharapkan pemberi tugas yang dapat dinilai dan dievaluasi selama berlangsungnya proses konstruksi meliputi biaya, mutu, waktu dan K4L yang sudah ditentukan. Faktor serta variabel change order yang berperan dari hasil analisis disimpulkan terdapat 4 faktor dan 59 variabel. Hasil analisis pengaruh change order adalah dari pihak pemberi tugas dengan penyesuaian kondisi aktual sebesar 48,6%, waktu persetujuan gambar 19,4%. Dari pihak eksternal dengan ketidaktersediaan material di pasaran 10,7% dan kenaikan harga 3,6%. Sedangkan dari pihak kontraktor dengan kualitas pekerjaan 4,3%. Hasil penelitian ini diharapkan dapat menjadi masukan untuk dapat memperbaiki proses konstruksi di kemudian hari.
