Abstract

In 2018, the Ministry of Education and Culture issued ”The Guidelines for the Implementation of Inclusive Early Childhood Education”. Knowing the context, input, process, and outcome aspects of the implementation of Inclusive Early Childhood Education (ECE) based on the reference set by the government is very important in order to know the effectiveness of these guidelines on the implementation of Inclusive ECE in ECE schools that have and are still providing inclusive education. The XYZ Kindergarten, consisting of 73 pupils, located in West Jakarta, is an ECE school with these criteria so understanding the four aspects and knowing the effectiveness of Inclusive ECE implementation in the XYZ Kindergarten, West Jakarta, is the aim of this research. Using a qualitative approach with the CIPP model evaluation method, the researcher found that from the aspect of the context evaluation, the XYZ Kindergarten, West Jakarta, has a goal in providing inclusive early childhood education; from the aspect of the input evaluation, the XYZ Kindergarten, West Jakarta, does not have all the necessary program components in the implementation yet according to ”The Guidelines for the Implementation of Inclusive Early Childhood Education”; from the aspect of the process evaluation, the XYZ Kindergarten, West Jakarta, does not have a quality program yet that meets ”The Guidelines for the Implementation of Inclusive Early Childhood Education”; from the aspect of the product evaluation, the XYZ Kindergarten, West Jakarta, does not have any program results yet that are in accordance with ”The Guidelines for the Implementation of Inclusive Early Childhood Education”./Pada tahun 2018, Kemendikbud mengeluarkan Pedoman Penyelenggaraan Pendidikan Anak Usia Dini Inklusif. Mengetahui aspek konteks, masukan, proses, dan hasil dari penyelenggaraan Pendidikan Anak Usia Dini (PAUD) Inklusif berdasarkan acuan yang ditetapkan pemerintah ini sangatlah penting guna mengetahui keefektifan dari pedoman tersebut terhadap penyelenggaraan PAUD Inklusif di sekolah PAUD yang pernah dan masih menyelenggarakan pendidikan inklusif. TK XYZ yang memiliki 73 peserta didik dan terletak di Jakarta Barat merupakan sekolah PAUD dengan kriteria tersebut sehingga hal memahami keempat aspek dan mengetahui keefektifan penyelenggaraan PAUD Inklusif di TK XYZ, Jakarta Barat, inilah yang menjadi tujuan dari penelitian ini. Dengan pendekatan kualitatif bermetode evaluasi model CIPP, peneliti menemukan bahwa dari aspek evaluasi konteks, TK XYZ, Jakarta Barat, memiliki tujuan dalam penyelenggaraan pendidikan anak usia dini inklusif; dari aspek evaluasi masukan, TK XYZ, Jakarta Barat, belum memiliki semua komponen-komponen program yang diperlukan dalam penyelenggaraan sesuai pedoman untuk menyelenggarakan pendidikan anak usia dini inklusif; dari aspek evaluasi proses, TK XYZ, Jakarta Barat, belum memiliki kualitas program yang sesuai pedoman untuk menyelenggarakan pendidikan anak usia dini inklusif; dari aspek evaluasi hasil, TK XYZ, Jakarta Barat, belum memiliki hasil program yang sesuai dengan Pedoman Penyelenggaraan PAUD Inklusif.
