Abstract

High qualified teacher is one of the keys to a high-quality learning. Teacher qualifications are identified by their educational background and teaching certifications among others as the measurement of their cognitive skills and professional competence. Employment status is also an element that needs to be observed since part-time teachers in public schools has been a consistent issue in Indonesia and previous study shows its significance towards student achievement. In this study, besides teacher qualification, we also observe the influence of class size on students learning outcome which is measured by National Exam (Ujian Nasional). This study is to identify the influence of number of graduate teachers (along with master and doctorate degree), certified teachers, permanent teachers, and class size on the average score of National Exam in junior high schools in Jakarta. Method of research employed is multiple regression analysis. Based on our study on 950 junior high schools in Jakarta, employment status of teachers is not a significant determinant. The result of the rest independent variables is as expected: the teacher education qualification and competence qualification influence positively while class size influences negatively the dependent variable. The predictor model’s R2 is around 10%, which shows that there are other variables that have stronger influence such as family background, student’s intelligence and student’s participation in after-school tuition, which is a norm in large cities in Indonesia such as Jakarta. Therefore, assuming the absence of financial issue, this study recommends high cost policies for school managements, which are high qualified (high paid) and fewer students enrolled. / Guru yang berkualitas tinggi adalah salah satu kunci dari pembelajaran yang berkualitas. Kualitas seorang guru diantaranya dapat diidentifikasi melalui kualifikasi pendidikannya serta kualifikasi kompetensinya (sertifikasi). Status pekerjaan juga merupakan aspek yang perlu dicermati karena status guru honorer pada sekolah-sekolah negeri menjadi masalah yang konsisten di Indonesia dan sebuah studi menunjukkan bahwa status kepegawaian guru signifika mempengaruhi capaian belajar siswa. Dalam penelitian ini, pengaruh ukuran kelas terhadap prestasi belajar siswa yang diukur dengan Ujian Nasional juga diobservasi. Penelitian ini bertujuan untuk mengidentifikasi pengaruh banyaknya guru berpendidikan sarjana (bersama dengan gelar magister dan doktor), guru bersertifikat PPG, guru tetap, dan ukuran kelas terhadap skor rata-rata Ujian Nasional pada SMP di Jakarta. Metode penelitian yang digunakan adalah analisis regresi berganda. Berdasarkan studi pada 950 SMP di Jakarta, status pekerjaan guru bukan merupakan faktor yang signifikan. Hasil dari variabel independen lainnya adalah seperti yang diharapkan: kualifikasi pendidikan guru dan kualifikasi kompetensi berpengaruh positif sementara ukuran kelas berpengaruh negatif terhadap variabel dependen. R2 model prediktor adalah sekitar 10%. Angka ini menunjukkan bahwa ada variabel lain yang memiliki pengaruh lebih kuat seperti latar belakang keluarga, kecerdasan siswa dan bimbingan belajar, yang banyak diikuti oleh para siswa di Jakarta. Oleh karena itu, ketika dana tidak menjadi masalah, studi ini merekomendasikan kebijakan biaya tinggi untuk manajemen sekolah, yaitu dengan mempekerjakan guru yang berkualifikasi tinggi, yang juga berarti bergaji tinggi, serta jumlah siswa yang lebih sedikit dalam sebuah kelas.
