Abstract
In striving for sustainability to keep growing and maintaining market
competitiveness, companies must be able to create a strategic competitive
advantage. Companies viewed from the perspective of the organization shall place
human resources (HR) and core competencies as the company's competitive
advantage and a critical success factor. Organizations that have competent and wellperforming human resources, are able to answer business challenges in realizing
their mission, vision and mission strategy. The department in the organization
currently under study is the Quality Management department.
This study aims to 1) analyze the mission and vision of the company as a
reference for human resource development, 2) to define the core competencies from
competency mapping that has been done by the company, 3) to formulate the
competency dictionary which becomes the reference of making role profile, 4) to
define the performance indicators as the basis of competency assessment, 5) to
make the training need assessment and development planning based on competency
gaps from annual employee performance appraisal results.
The results of this study indicate that 1) the mission and vision of the
company can be a reference in determining the strategy of human resource
development, 2) the identification of core competencies is done through
Hierarchical Task Analysis process so that the competency dictionary, role profile,
performance indicator can be defined integrally as the basis for determining
competency gaps and then determine the development planning through training
need assessment conducted. The steps taken are very critical in building a
competent human resources and results in better performance. / Dalam mengupayakan keberlanjutan agar dapat tetap bertumbuh dan
mempertahankan daya saing di pasar, perusahaan harus dapat menciptakan
keunggulan kompetitif (competitive advantage) yang strategis. Perusahaan dilihat
dari perspektif organisasi akan menempatkan sumber daya manusia (SDM) dan
core competencies sebagai keunggulan kompetitif perusahaan sebagai faktor
penentu keberhasilan. Organisasi yang memiliki SDM yang berkompeten dan
berkinerja baik, dipastikan mampu menjawab tantangan bisnis dalam
merealisasikan misi, visi dan strategi misinya. Departemen dalam organisasi yang
saat ini diteliti adalah departemen Quality Management.
Penelitian ini bertujuan untuk 1) menganalisa misi dan visi perusahaan
sebagai acuan pengembangan SDM, 2) mendefinisikan core competencies dari
competency mapping yang telah dilakukan perusahaan, 3) menyusun competency
dictionary yang menjadi acuan pembuatan role profile, 4) mendefinisikan indikator
performance sebagai dasar competency assessment, 5) membuat training need
assessment dan development planning berdasarkan competency gaps dari hasil
penilaian kinerja tahunan karyawan.
Hasil dari penelitian ini menunjukan bahwa 1) misi dan visi perusahaan
dapat menjadi acuan dalam menentukan strategi pengembangan SDM, 2)
identifikasi core competencies dilakukan melalui proses Hierarchical Task
Analysis sehingga competency dictionary, role profile, indikator performance dapat
didefinisikan secara terintegrasi sebagai dasar penentuan competency gaps dan
selanjutnya menentukan rencana pengembangan melalui training need assessment
yang dilakukan. Langkah-langkah yang dilakukan tersebut sangat kritikal dalam
membangun SDM yang berkompeten dan memiliki kinerja yang lebih baik.
