Abstract
The Implementation of School Based Management is a new method that
emphasizes decentralization of school autonomy to develop the quality of
education. As a leader, the principal plays a full role in designing school
curricula, implementing school programs, and monitoring and evaluating the
effectiveness of school programs. While in financial management, the principal
runs his role as a school budget planner, the implementer of all school financing,
and supervises and evaluates the course of the financing of school programs.
However, it is different with the application of SBM in private schools. What is the
role of headmaster in the MBS-type managerial system in private schools at the
planning, implementation and monitoring and evaluation stages, both in
curriculum management and financial management, and what factors influence
the role of headmaster in the Tangerang XYZ Kindergarten school. The research
method used is qualitative-case study. The population in this study involves the
foundation XYZ Tangerang, principals, teachers, and parents of Kindergarten
XYZ Tangerang. Respondents were chosen by purposive sampling. Data were
obtained through semi-structured interviews, FGDs, observational studies, and
documentation studies. While testing the validity of data used triangulation
method. Based on the findings of the study, it is concluded that found the
limitation of principal authority, it affects the role of principal in every stage of
management, especially the management of curriculum and financial
management which become the focus of research. The factors that influence the
limitation of the principal's role are (1) the role of the family foundation in a
private school, (2) the interest of the principal as a civil servant, and (3) the
attitude of the school principal as less than a leader. / Penerapan Manajemen Berbasis Sekolah merupakan sebuah metode baru
yang menekankan desentralisasi otonomi sekolah guna mengembangkan mutu
pendidikan. Sebagai pimpinan, kepala sekolah berperan penuh dalam merancang
kurikulum sekolah, melaksanakan program-program sekolah, serta memonitor dan
mengevaluasi efektivitas program-program sekolah. Sedangkan dalam manajemen
keuangan, kepala sekolah menjalankan perannya sebagai perencana anggaran
sekolah, pelaksana dari semua pembiayaan sekolah, dan melakukan pengawasan
serta evaluasi terhadap jalannya pembiayaan program-program sekolah. Namun,
berbeda halnya dengan penerapan MBS di sekolah swasta. Bagaimana peran
kepala sekolah dalam sistem manajerial tipe MBS di sekolah swasta pada tahap
perencanaan, pelaksanaan maupun monitoring dan evaluasi, baik dalam
manajemen kurikulum maupun manajemen keuangan, dan faktor-faktor apa yang
mempengaruhi peran kepala sekolah di sekolah swasta Taman Kanak-Kanak XYZ
Tangerang. Metode penelitian yang digunakan adalah kualitatif-studi kasus.
Populasi dalam penelitian ini melibatkan pihak yayasan XYZ Tangerang, kepala
sekolah, guru, dan orangtua Taman Kanak-Kanak XYZ Tangerang. Responden
dipilih secara purposive sampling. Data diperoleh melalui wawancara semiterstruktur, FGD, studi observasi, dan studi dokumentasi. Sedangkan pengujian
keabsahan data digunakan metode triangulasi. Berdasarkan hasil temuan
penelitian disimpulkan bahwa ditemukan pembatasan otoritas kepala sekolah, hal
tersebut berdampak pada peran kepala sekolah di setiap tahapan manajemen
terutama manajemen kurikulum dan manajemen keuangan yang menjadi fokus
penelitian. Adapun faktor-faktor yang berpengaruh pada pembatasan peran kepala
sekolah tersebut adalah (1) peran yayasan keluarga di sebuah sekolah swasta, (2)
kepentingan kepala sekolah sebagai seorang PNS, dan (3) kurang sesuainya
attitude kepala sekolah sebagai seorang pimpinan.
