Abstract

A nation’s hope lies within the proper education of its youth. Seeing the importance, education is acknowledged as a human right in international humanitarian instruments and set as the fourth Sustainable Development Goal (SDG). While progress has been made, providing adequate education is a challenge for developing economies, including Indonesia, as it is a complex matter that requires a multichannel approach. Accordingly, Indonesia welcomes support from multiple stakeholders, including Save the Children as an International Non-Governmental Organization (INGO). As such, this research focuses on assessing the efforts of Save the Children toward protecting children’s right to education in Indonesia and examining the significance of its contribution and challenges from 2019 to 2021. This research uses the Neoliberalism theory, complemented by INGO, Children’s Right to Education, and Emerging Markets as related concepts. The data of this research are obtained through interviews and literature studies using the descriptive-qualitative method. This research found that Save the Children protects educational rights by conducting 11 education-themed projects during 2019–2021 to improve education quality and create a positive learning environment. Through these efforts, save the Children has exercised its function as an implementer, catalyst, and partner. However, the contribution is only significant at the district level, given the scale of its projects and the limitation in resources. Nonetheless, Save the Children succeeded in improving the quality of education in fulfilling the CRC and achieving SDG 4 in Indonesia through improving education access and quality, while their contribution could be upscaled to reach larger beneficiaries. / Harapan suatu bangsa terletak pada pendidikan yang layak bagi pemudanya. Melihat betapa pentingnya, pendidikan diakui sebagai hak asasi manusia dalam berbagai instrumen kemanusiaan internasional dan ditetapkan sebagai Target Pembangunan Berkelanjutan (SDG) keempat. Walau telah ada kemajuan, menyediakan pendidikan yang memadai merupakan tantangan bagi negara berkembang, termasuk Indonesia, karena pendidikan adalah masalah kompleks yang memerlukan pendekatan multichannel. Oleh karena itu, Indonesia menyambut baik dukungan dari berbagai pemangku kepentingan, termasuk Save the Children sebagai Lembaga Swadaya Masyarakat Internasional. Maka itu, penelitian ini berfokus untuk mengkaji upaya Save the Children terhadap perlindungan hak pendidikan anak di Indonesia, serta signifikansi dari kontribusi dan tantangannya dari tahun 2019 hingga 2021. Penelitian ini menggunakan teori Neoliberalisme, dilengkapi dengan Lembaga Swadaya Masyarakat Internasional, Hak Anak atas Pendidikan, dan Negara Berkembang sebagai konsep terkait. Dilakukan secara deskriptif-kualitatif, data penelitian ini didapat dari wawancara dan studi literatur. Penelitian ini menemukan bahwa Save the Children melindungi hak pendidikan melalui implementasi 11 proyek bertema pendidikan selama 2019–2021 yang dikonsentrasikan untuk meningkatkan kualitas pendidikan dan menciptakan lingkungan belajar yang positif. Save the Children telah melakukan fungsinya sebagai pelaksana, katalis, dan mitra melalui upaya-upaya tersebut. Namun, kontribusi tersebut hanya signifikan di tingkat kabupaten/kota mengingat skala proyeknya dan keterbatasan sumber daya. Meskipun demikian, Save the Children berhasil meningkatkan kualitas pendidikan dalam memenuhi CRC dan mencapai SDG 4 di Indonesia melalui meningkatkan akses dan kualitas pendidikan, walau kontribusi mereka dapat ditingkatkan dengan memperluas jangkauan penerima manfaat dari upaya-upaya tersebut.
