Abstract

This dissertation examines the feasibility of an income-contingent loan system for financing bachelor's degree-level higher education in Indonesia. The research employed graduate income data from surveys to model the life cycle income distribution of university graduates. This was achieved through the utilization of mathematical modelling approaches and life cycle income calculations. This research employs the estimation of two loan models to simulate a variety of income-contingent loan (ICL) and time-based repayment loan (TBRL) schemes, with the objective of determining their impact on the repayment amount, repayment duration, government subsidy, and repayment burden for men and women. The ICL research employs a simulation approach to evaluate three loan schemes: a base case without real interest, a scenario with a surcharge of 25% of the total loan, and a scenario with a real interest rate of 2%. The implicit government subsidies are lowest in the 25% surcharge scheme. The findings indicate that an ICL with a nominal interest rate of approximately zero can reduce the repayment burden and that a student loan scheme can be implemented in Indonesia with the inclusion of social science majors to enhance access to higher education. The research further suggests that the government should devise a distinct policy framework for each sector, given the considerable disparities in income levels across different industries. One noteworthy finding is that female graduates exhibit a lower propensity to default in each simulation. Additionally, the research highlights the potential for future studies to adopt a more comprehensive approach, such as grounded theory and advanced mathematical modelling. / Disertasi ini menguji kelayakan sistem pinjaman kontinjensi pendapatan untuk membiayai pendidikan tinggi tingkat sarjana s1 di Indonesia. Dengan menggunakan data pendapatan lulusan dari survei, penelitian ini memodelkan distribusi pendapatan siklus hidup lulusan universitas dengan menggunakanpendekatan model matematis dan penghitungan life cycle incoe. Riset ini menggunakan estimasi dua model pinjaman untuk mensimulasikan berbagai skema pinjaman kontinjensi pendapatan (income-contingent loan/ICL) dan Time Based Repayment Loan (TBRL) untuk melihat pengaruhnya terhadap jumlah pelunasan, lama pelunasan, subsidi pemerintah, dan beban pelunasan bagi laki-laki dan perempuan. Riset ICL ini mensimulasikan tiga skema pinjaman: tanpa bunga riil, dengan biaya tambahan 25% dari total pinjaman, dan dengan bunga riil 2%. Subsidi implisit pemerintah paling rendah terjadi pada skema biaya tambahan 25%. Hasil penelitian menunjukkan bahwa ICL dengan bunga yang lebih rendah mendekati 0 dapat membuat beban pelunasan berkurang dan skema pinjaman mahasiswa juga dapat diterapkan di Indonesia dengan catatan pada jurusan ilmu social sehingga dapat meningkatkan akses terhadap pendidikan tinggi. Riset ini juga memberikan saran bahwa pemerintah perlu membuat policy design yang berbeda bagi setiap jurusan dikarenakan jumlah pendapatan dis etiap industry tidak merata, salah satu temuan menarik di riset ini adalah lulusan perempuan memiliki resiko default lebih kecil pada setiap simulasi. Riset ini juga menyarankan agar pada penelitian selanjutnya dapat dilakukan dengan pendekatan yang lebih luas seperti grounded theory dan model matematis yang lebih mutakhir.
