Abstract

Pada akhir tahun 2019 muncul sebuah wabah baru yaitu Corona Virus 2019 (COVID-19). Peran komunikasi dan strategi penggunaan media sosial Polri semakin dibutuhkan ditengah kondisi penyebaran COVID-19 di Indonesia. Kegiatan Polri dalam mengunggah gambar pada media sosial Instagram ini dapat digolongkan sebagai tindakan iklan layanan masyarakat atau sebuah iklan yang digunakan untuk kepentingan positif bagi masyarakat secara luas. Tidak hanya dilakukan pada tingkat pusat, namun kepolisian tingkat daerah juga melaksanakan iklan layanan masyarakat dalam mengkomunikasikan himbauan COVID-19 kepada masyarakat. Pemagang mengangkat topik terkait dengan pembuatan iklan layanan masyarakat oleh Polda Kalimantan Selatan melalui media sosial Instagram. Pemagang mempraktekan tahapan – tahapan dalam membuat sebuah iklan layanan masyarakat yang menarik dan dapat menyampaikan pesan yang tepat melalui penggunaan Instagram Polda Kalimantan Selatan. Dalam pembuatan iklan layanan masyarakat Kepolisian Daerah Kalimantan Selatan terdiri dari empat tahapan yaitu pembuatan pesan kunci, pemilihan media, memilih target pendengar menghitung pengeluaran dalam pembuatan iklan layanan masyarakat. Dari keempat tahapan, tahapan yang paling utama adalah pembuatan pesan kunci. Pesan kunci merupakan pesan utama yang ingin disampaikan Polda Kalimantan Selatan kepada masyarakat umum melalui iklan layanan masyarakat. Pesan kunci yang digunakan dalam iklan layanan masyarakat Kepolisian Daerah Kalimantan Selatan terdiri dari pendekatan rasional yaitu menekankan pada data – data dan penelitian terbaru maupun pendekatan emosional seperti membuat konten dengan unsur humor, unsur kesedihan, dan sebagainya. / At the end of 2019 appeared new epidemic called Corona Virus 2019 (COVID-19). The communication strategy and the use of social media by the police is very required amidst the COVID-19 conditions. The Police activity in uploading contents on social media Instagram can be classed as a public service announcement that used to promote something positive for the wider community.Police on the regional level also have public service announcement to communicate COVID-19 to the community. I choosed the topic related to public service announcement management by South Kalimantan police through Instagram. I analyse the steps that South Kalimantan police done in managing public service announcement. In the creation of public service announcement by south kalimantan police consists of four phases. The first is making key messages, second is choose the media, third is choose the target audience, fourth is count expenditure. In the preparation of public service announcement the main stage is the key messages. Key messages is the central message to conveyed to the general public. Key messages used in public service announcement by south kalimantan police consisting of rational approach that emphasis on data and emotional approach that focus on creating content with elements of humor, agrief, and so on.
